Russia’s “Hood Moment”

The battlecruiser HMS Hood was known as ‘The Mighty Hood.’ This sobriquet was reflective not only of the immense firepower she carried, but also of her prestige. She was not only a symbol of the Royal Navy, but one of the entire British Empire and all its glory. A proud and powerful peacock, adored by Britons and feared by her enemies. Hood’s death while hunting the Bismarck in Denmark Strait on 24 May, 1941 was a devastating blow to the Royal Navy and caused deep trauma across Great Britain. In some ways the Royal Navy never fully recovered from the loss of fabled battlecruiser. Six months later, the United States entered the war after Pearl Harbor. Over the next three and a half years, the mantle of preeminent global naval power shifted to the US Navy, which continues to enjoy unmatched naval dominance on the oceans of the world to this day.

The Russian warship Moskva didn’t come close to matching HMS Hood’s prestige. An almost forty-year old Slava class cruiser, he was commissioned towards the end of the Cold War era and carried considerable firepower for a surface combatant. As flagship of the Black Sea Fleet, Moskva was a symbol of Russian naval power, though not to the degree Hood was for the British. Hood was a ship many Britons felt a deep attachment to. It’s not likely that many people aside from current sailors, naval officers and veterans of the Russian Navy were familiar with Moskva, even though he was the pride of Russia’s navy. But now that she has been gone under, Moskva will be mourned and grieved by the entire country.

Moskva’s loss, whether due to a shipboard fire or enemy action, is a significant blow to Russia at an already difficult point in the war. Morale will be negatively affected at the very least. Realistically speaking though, now Russia’s naval operations need an immediate refurbishing if Moskva was in fact the victim of a Ukrainian attack. The nation’s pride will be more difficult to repair, though Russia has already taken the first steps towards seeking reciprocity. The military factory responsible for producing Neptune anti-ship missiles was attacked last night outside Kiev.

Militarily, the effect Moskva’s sinking will have on operations remains to be seen. Long term, it will be interesting to see if the cruiser’s loss marks the imminent demise of Russian sea power, or if the disaster brings on needed changes and reform to the Russian fleet. Hood’s loss brought on a moment of truth for the Royal Navy and now eighty-one years later the Russian Navy, as well as the nation it serves, faces a similar moment.

Ukraine Update: 23 January, 2022 (Afternoon)

On Saturday the British government announced that their most recent intelligence points to a Russian plan to overthrow Ukraine’s government and replace it with a puppet regime controlled by Russia. Former Ukrainian parliament member Yevheniy Murayev, leader of a small pro-Russia political party was identified by the British Foreign Ministry as the likeliest candidate to lead the puppet government. Murayev wasted little time in distancing himself from both Russia and Western Europe on social media. On Thursday, the United States leveled similar accusations at Russia, claiming that Russian intelligence services were spearheading an effort to recruit Ukrainian politicians to take over the government and gain control of the nation’s infrastructure in the opening hours of a Russian invasion. If the coup attempt fails at the start of an invasion, then Moscow will still have enough pro-Russian politicians to form a core government to run the Ukraine after hostilities draw to a close. Whether or not Yevheniy Murayev is selected to become a twenty-first century Viduk Quisling remains to be seen. The US and British governments have warned that an overt Russian invasion is not the only act that will bring on severe economic sanctions. A coup, followed by the subsequent installment of a pro-Russian puppet regime in Kiev will also result in significant economic sanctions.

Ireland has been informed that a Russian naval exercise will occur in February 240 kilometers southwest of the Irish coast. A live-fire segment will be included in the exercise, which will take place in international waters but also inside of Ireland’s excusive economic zone. The Irish Foreign Ministry has raised the issue “ at senior level with the Russian authorities and will continue to do so in the week ahead.” The Russian naval units that will be involved in the exercise will most likely come from the Northern and Baltic fleets. It’s worth paying attention to how these exercises develop in the coming days and weeks as they could give fresh clues about what Russia’s intentions really are.

Modernization Planned For Russia’s Kirov Class Cruisers

During the 1980s, the modernization of the four Iowa class battleships symbolized the US military buildup of the era. The aging battleships were refurbished, modernized and placed back in active service as counterweights to the Russian Kirov class battlecruisers that were in service at the time. The age of the dreadnought had returned for a brief period.

By 1990, with the Cold War ending and defense spending being slashed, the decision was made to decommission the four Iowa class battleships and place them back in mothballs. New Jersey and Iowa went first and after serving in Operation Desert Storm, Wisconsin and Missouri followed. All four are now museum ships. The Russians also removed a portion of its Kirov battlecruisers from service. Of the original four, two are retired, another is undergoing being refitted, and one remains operational. Now, over thirty years after the first Iowa class battleship was recommissioned, history appears ready to repeat itself in a sense.

Russian President Vladimir Putin is taking a page from the Reagan Military Modernization playbook. As part of the government’s effort to revitalize the Russian navy, the two Kirov’s that have not been retired will be modernized with new surface-to-air missiles, anti-ship cruise missiles, close-in-weapons systems and electronics. The Pyotr Velikiy, currently operational, will begin refurbishment first in 2019 and rejoin the fleet in 2022. Once Velikiy’s modernization is complete, the Admiral Nakhimov, currently undergoing a less extensive refit, is slated to enter the yard.

Modernizing the Russian Navy has been a priority of Vladimir Putin since the Kursk disaster. The loss of the submarine and 118 sailors fifteen years ago typified the decline of the once powerful Russian fleet. A master military modernization plan was drawn up but left unexecuted because of unfavorable economic conditions. A decade later, with revenue from high oil and gas prices overflowing Moscow’s coffers, work finally began on modernizing Russia’s armed forces. Unfortunately, the navy’s share of the modernization funds is now in peril because of western sanctions and lower petroleum prices. There has been some progress with regards to the addition of limited numbers of new, modern warships to the fleet, but not at the rate Moscow had envisioned. The buying power of the ruble has been sliced in half by the current recession.  The new Maritime Doctrine signed by Vladimir Putin in August is centered on a renewed Russian fleet.

It remains to be seen if the modernization of the Kirov class battlecruisers moves along on schedule or not. If economic conditions improve, the likelihood increases. On the other side of the coin, if the current economic situation remains stagnant, the battlecruisers could wind up being scrapped altogether.

A Quick Look Around The World: Ukraine, ISIS and the Baltics

2014 has been a dangerous year thus far. Crises and conflicts have been cropping up across the globe at an almost regular pace. From the Middle East to Europe, conflicts rage and crises simmer, threatening to explode into regional conflagrations at any moment.  With the final two months of the year approaching, it does not seem that the trend will change anytime soon. At the moment, ISIS and the Ukraine are the two most significant international crises in the world.  Ebola, despite the danger it poses, is a healthcare crisis and cannot be included in the same category as the aforementioned. Recent events in the Baltic Sea area suggest the potential formation of a new regional crisis by the end of the year.

Below is a quick overview of each of the three crises that currently hold the world’s attention.

Ukraine

Putin continues to successfully play the Brinkmanship card in the Ukrainian Crisis.  An energy deal between Russia and Ukraine is yet to be completed with winter fast approaching. Russia is demanding assurances on how Ukraine will find the money to pay in advance for November and December gas supplies. The Ukraine is requesting an additional 2 billion euros in credit from the EU to cover the costs. If Kiev receives the credit, Gazprom is prepared to reopen the gas flow shortly thereafter. There are serious concerns in Europe that energy supplies from Russia to Europe –piped through Ukraine – will be disrupted if a deal is not struck soon.  Putin is threatening an energy crisis in Ukraine and Europe in order to ensure that Russia is paid.  Some would consider this to be a Realpolitik approach to the problem while others consider it blackmail. I see it as Brinkmanship and so far it is working well for Putin.

Officially, the faltering ceasefire agreement (Minsk Memorandum) is holding. Sporadic fighting between Ukrainian and pro-Russian forces has continued off and on, however. Today, the prime minister of the self-proclaimed Donestk People’s Republic announced that the rebels are ending the ceasefire agreement. With parliamentary elections coming soon, this appears to be an attempt to influence the outcome of the voting, orchestrated by Russia. Ukrainian law enforcement and security apparatuses are increasing their readiness in anticipation of possible terrorist attacks by the pro-Russian separatists.

The light footprint has been a cornerstone of the Obama administration’s foreign policy doctrine. Militarily, the idea behind a light footprint is to achieve large results with small means. The concept was brought to the forefront by Donald Rumsfeld, yet President Obama has adopted and tailored it to fit not only military policy, but foreign policy as well. The results have been mixed to say the very least. In Libya, a light US footprint helped to remove Gaddafi from power. In Pakistan, a light footprint utilizing mostly drones led to some large achievements in the War on Terror. However, there were pitfalls to the use of drones, namely in the form of collateral damage.

The light footprint behind Operation Inherent Resolve has not yielded significant setbacks to ISIS yet. The reasons for this are diverse. In short, the campaign against ISIS will be almost impossible to win without the introduction of ground forces in substantial numbers at some point. With the exceptions of Desert Storm and Allied Force, airpower alone has never been responsible for singlehandedly winning a military campaign. Iraq in 1991 and Serbia in 1999 were relatively modern militaries. ISIS, despite its claims, is not a modern military force.

Airpower alone is not going to keep ISIS from expanding its influence and territory. The performance of the Iraqi military still leaves much to be desired and the Kurds, while excellent fighters, do not have the numbers to stand up to ISIS on a large scale. ISIS has to be stopped on the ground and eventually it will be up to the US to bear the burden. Unfortunately, the political will for such a move does not exist at the moment. In all likelihood, that will not change for some time, if ever.

Sweden and the Baltic

In October 1981, a Soviet Whiskey class diesel submarine hit an underwater rock and had to surface a few kilometers from Sweden’s main naval base and in Swedish territorial waters. The event was not the first instance of foreign submarines being detected in Swedish waters. Throughout the Cold War, a number of foreign submarines (For the most part Soviet/Russian) invaded Swedish waters to conduct surveillance and intelligence gathering missions. Now, decades after the Cold War came to an end, Sweden is enduring another submarine ‘chase’ in its territorial waters. Or is it?

The truth is that no one knows for certain. Most people assume the submarine is Russian. Unfortunately, there is no solid proof that the object is a submarine or submersible, let alone one of Russian origin. Civilian sightings, as well as some photographs that show something on the water, have sparked the biggest Swedish naval operation in years. The problem is that defense cuts have all but gutted the Swedish Navy and Air Force. ASW (Anti-Submarine Warfare) platforms such as ASW helicopters and maritime patrol aircraft are practically non-existent. The Swedish Navy does not have any warships dedicated to ASW.

That is not the only military activity going on in the Baltic neighborhood either. Swedish and NATO fighter jets were scrambled to intercept a Russian Il-20 Coot intelligence aircraft that briefly entered Estonian airspace. Danish F-16s from Denmark, and then Portuguese F-16s, operating with the Baltic air policing program, were scrambled. The Danish F-16s first intercepted the Coot and it turned north towards Swedish airspace. Swedish fighters then intercepted it and the Coot turned south again and entered Estonian airspace. Portuguese F-16s then intercepted it and led the Il-20 away from NATO airspace.

Since the beginning of the Ukrainian Crisis, interceptions of Russian military aircraft by NATO have become regular occurrences.  This encounter was different in that the aircraft actually violated the airspace of a NATO nation. At a time when tensions are increasing over the Ukraine and the submarine hunt in Swedish waters, encounters like this do nothing to decrease the tension level.
